Health subcommittee addresses access to quality post-acute care

Today, Health Subcommittee Chairman Vern Buchanan delivered an opening statement at a Ways and Means Health Subcommittee hearing focused on post-acute care. The hearing addressed the importance of ensuring access to quality post-acute care services for seniors on Medicare.

Buchanan emphasized the reliance of millions of Americans on post-acute care following serious illnesses, surgeries, and injuries. He noted that "40 percent of Medicare beneficiaries who are hospitalized use post-acute care services following their hospital stays."

Highlighting the benefits of quality post-acute care, Buchanan stated that patients discharged to nursing homes experience lower rates of death and hospital readmissions compared to those in less specialized settings. He also mentioned that "58 percent of home health patients report improvements in their ability to engage in daily living activities."

The chairman discussed various types of post-acute care facilities, including long-term care hospitals and inpatient rehab facilities, which provide specialized treatment for severely ill patients. He acknowledged the role of innovations like telehealth in allowing patients to receive quality care at home.

Buchanan referenced recent legislative efforts such as Congresswoman Carol Miller's bipartisan Hospice Recertification Flexibility Act. This legislation aims to enable hospice providers to use telehealth for recertifying hospice stays from home.

He stressed the need for oversight to ensure these services are delivered appropriately and sustainably. Buchanan criticized the implementation of the Hospice Special Focus Program by the Biden Administration, stating it could unfairly target good hospices while allowing bad actors to persist. He praised Representatives Panetta and Van Duyne for their efforts in ensuring proper oversight.

In conclusion, Buchanan underscored the significance of strengthening the post-acute care system to improve outcomes and reduce healthcare costs. He expressed anticipation for witness testimonies discussing the importance of post-acute care.
