The Arizona Secretary of State website has been cited for allegedly promoting the idea that individuals without proof of citizenship can vote in federal elections. Instances in Massachusetts, Ohio, and Virginia have shown noncitizens being removed from voting rolls only after they had already cast ballots. A 2014 study examining the 2008 and 2010 elections suggested that noncitizens not only voted illegally but also potentially influenced certain election outcomes.
House Republicans recently passed the Safeguard American Voter Eligibility Act, which mandates proof of citizenship for voter registration and allows states to remove noncitizens from voter rolls. Supporters urge the Senate to pass this legislation promptly.
Claims regarding foreign election interference have been contentious, particularly following allegations about the 2016 presidential election. Some argue that allowing noncitizens to vote poses a threat similar to foreign interference. Legislation was passed in the House earlier this year prohibiting noncitizen voting in Washington, D.C., where many foreign diplomats reside.
Another issue under debate is whether illegal immigrants should be included in U.S. Census population data used for determining congressional seats and Electoral College votes. A video surfaced showing a Democrat congresswoman advocating for more illegal immigration to her district for redistricting purposes. In response, House Republicans passed the Equal Representation Act to ensure only citizens are counted for these allocations.
